Does anyone know what the Mint plans to issue for Grover Cleveland?

    shall be issued in the order of the period of service of

    But it doesn't say they can't skip one if the program is ending.

    If I may interject here... I think I have the same basic misunderstanding of what you are telling us.


    If, say all of the current living presidents stay alive thru the entire program, they would not stop at Gerald Ford, they would skip Carter and make a Reagan coin. This is MY understanding of the legislation, and is based on nothing more than my opinion of what it says.

    Then they would not be issued in the order of the period of service because Carter server before Reagan. There is no "if", or "unless" with that line. Just to play devil's advocate, what happens if Carter dies 22 months before the program ends or, as you suggest, Reagan's is to be minted. If they make Reagan's, then they have to make Carter's. However, then they are not in order. How do you resolve that?

    No need for opinions really, it's pretty clear.

    Section 102 - paragraph 2(E) -

    ‘‘(E) LIMITATION IN SERIES TO DECEASED PRESIDENTS.—
    No coin issued under this subsection may bear the image of a living former or current President, or of any deceased former President during the 2-year period following the date of the death of that President."


    But it is paragraph 8 that spells it out.


    ‘‘(8) TERMINATION OF PROGRAM.—The issuance of coins
    under this subsection shall terminate when each President has been so honored, subject to paragraph (2)(E), and may not be resumed except by an Act of Congress."


    Because it says - "when each President ..." they have no choice but to skip Presidents based on paragraph 2(E) and honor the next qualifying President.

    If that is so, what are they going to do when Carter dies 22 (23 or 24) months before Reagan's is issued?

    They will do what the law says they have to do. Any President that has not been dead for 2 years when his turn comes up will be skipped. They don't have any choice.

    In my opinion, although the law is clear and what GDJMSP says will happen is exactly as the law reads, what I think in the case of YOUR hypothetical will happen is this:

    The congress will pass an exemption for Carter and the coin will be minted anyway. Politically, it all too often happens this way. Popular sentiment overtakes the written law, and passion often wins it's way over common sense.

    The only way I don't see this happening, is if when Reagan's coin is minted, it makes an even 5 for that year. The reasons of having to mint a single coin in the following year may be enough for the politicians to stay out of the process.

    We're talking president dollars, not state quarters, so the magic number is four.

    Reagan was #40, so if there's a Carter coin, Reagan finishes off the year in a normal fashion. If there's no Carter coin, Reagan finishes the series earlier in the year.

    (Of course, all of this assumes that Clinton, both Bushes, and whoever is elected after GW, all survive too long to be included.)

    But if you read my initial post, I clearly said that if noone else dies in the interim, so my assumption was quite the opposite, although I was also too lazy to do the math. You are correct at 4 per year tho, so point taken. However, let's get it straight for the sake of having an intelligent conversation: Provided that Reagan is NOT the last one of the given year, I believe the politicians would authorize mintage of the coin even if the 24 months has not passed.
