Every school district in every location and in every state is different. In some areas where crime is rampant, schools provide numerous items of security for students and employees as well. Not sure of her area but sure would not hurt to ask. Never underestimate the power of our school systems. We do so much more than most understand.
There are plenty of places to hide bills. Personally, I think a good idea is to get an airtight box and bury the money. It would be nearly impossible to know where to dig, and if you forget about it, someone will find a good cache some day.
There is obviously something wrong in that situation. Unfortunately most people here can not do more than make recommedations. I still think you should try your school system. I truely know it is not what kids your age like to do because confining in a strange adult can be more than a little nerve upsetting. But do check if your school has a counselor. Also, sounds like your 14 year old brother is headed for a life of crime and it usually starts at home. Non of my buisness for sure but so far nothing mentioned about a Dad. Usually a Dad will favor a daughter and a Mom will favor a son. This is human nature but in your instance, it is difficult to tell. Again, if I were you for now I would either find a great hiding place or find a school couselor.

buy a sentry safe at walmart for $40. its fire, and waterproof. put your money in there, and he will have a heck of a time getting into that! or, just put a lock on your door, or put your money in a closet, and put a padlock on it. don't lose the key!
Well gee...if you are tougher than he is I'd beat the living snot out of him, but being that your a 12 year old girl this might not be the best way to deal with the situation. Anyone who is going to mess with my stuff is going to get something in return. I definitely think that a lock box with a key is the way to go. If he gets into a locked metal box in need of a couple of bucks, I sorry, but he needs help. Maybe some help of a locked metal cage...see if he can rip hes way threw that!
I'd hide a rat trap where you keep the cash, a drawer, under the bed, etc. he breaks all the fingers in one hand, I guarentee, he'd think real hard about stealing from you again.
ARLroxta, Sounds like you got a zoo going on there but the fact that you're looking for help here leads me to believe you'll get though this just fine. I have seen mention of school counselors and think it's an excellent idea. Have you considered consulting a clergy person. I am not a religious man myself but these people have devoted their lives to helping others. I'm sure they would gladly take you under their wing. Another avenue might be parents of your friends. Do you have any friends whose parents you really like? If so, they might be someone to talk to and perhaps hide your stuff for you. Hiding your stuff is a good thing too. My wife just mentioned the same place Twiggs said (she says RIGHT ON TWIGGS). For those that suggested a booby trap, rat traps etc. I WOULD NOT GO THAT ROUTE. Let's think about this. If a 14 year old boy is that destructive what's going to stop him from beating the crap out of a 12 year old girl? Outsmart him - don't try to outmuscle him. I hope some of this helps you. You seem to be a very bright young lady. Do not stoop to your brother's level. Please don't follow his lead in anyway. You have a long, wonderful life ahead of you.
