What's the dot under bow tie

    On Abe's chin he has a hole, I'm sure that's probably just PMD, but what I want to know is what is the raised copper blob under his bow tie? It is round and is raised up off the coin.

    1984 Cents are Copper Plated Zinc.
    Could be a plating issue such as a bubble or blister.
