    The one piastre B block notes were on a ship in Manila when WWII began. They never made it to Indo-China, were demonetized and never officially issued.

    The bottom note is actually an issue for New Caledonia.

    That's right. It is stamped Noumea, which is New Caledonia's capital. I had one with the Cross of Saint Lorraine but sold it.
