I think this is a mint error, but what kind?

    I found this really sweet 1979-D SBA dollar piece today. As I was looking over it I noticed some sort of notch or impression in her collar. I thought it was pmd, but if you look you will see impression of collar in notch. Any ideas? I also think there is some doubled die.     I think the collar notch could be a "Strike Through" something, but quite small.
    As to the doubling I will say that it is "Machine Doubling" as it seems to have the flat step in it .
