Series minted by Moscow Mint to commemorate Russian battle fleet. They are considered medals, not tokens. As far as I know, there are 20 of those. The one on OP photo is probably from early 90s. 39mm, copper-nickel, 23.25g, proof, 30000 minted. Couple more:
Hmm, don't think so. The inscription that is the same for each piece, "300-летие Российского Военно-Морского Флота", means something like 300th anniversary of the Russian navy ... Christian
I think these from memory were very closely struck to the specification of a 3 ruble silver coin if these were potentially to be made as commemorative coin. This was issued around 1995, 1996. I am certain that during this period, Russia was facing huge inflation during that time and it was not ideal to issue too many "pokemon". I can only imagine collectors weren't too keen on 'gotta collect 'em all' if they are too expensive...
