1983 possible doubling in lincoln memorial column

Is this doubling or maybe a plating issue? It does not collapse with a toothpick.

I would say plating issue or a hit mark.

 

Which column? The high areas of bays 3-4 and 8-9 look like Clash marks. The thickness on column 12 looks like it may be a hit.
