I would say no as I do not see the small knob under the last 8. In a few other varieties, a small portion of the 7 may appear inside the last 8 or on the side but again, I see no traces of such on your cent.
There appears to be something inside the bottom 2 8 and to the left of the second 8 and bottom right. I used a toothpick and acetone so I dont think it's debris, there are several rpd for this year and was hoping maybe this might be one thought i'd ask some people that are more experienced with the snow varieties.
