    Can't say for certain due to the pic, but it looks like the letter are pressed into the rim and not raised. If they are reversed (mirror image), then something was pressed into the rim after it left the mint. Pressing 2 coins in a vise will show the same thing.

    It does look like it was pressed against another coin after. Ill try for a better pic its to shiney.
