This is a trick question. It depends. Does it weigh 3.1 grams or 2.5 grams? If it weighs 2.5 grams it's worth 1 cent. If it weighs 3.1 grams it's worth 1.7 cents.
It looks a regular 1982 large date cent in uncirculated condition. I'm guessing copper since the copper plated zinc tend to have plating bubbles (1982 was a transition year). The mint made Billions (with a "B") of these so even though it may seem unusual to see such a new looking cent 35 years after it was minted, it is only worth face value.
