This appears to be cut wrong - missing the top edge with the top edge of another note attached to the bottom. Does this kind of error make it worth more, less, or no difference than a regular Missouri $1?
Less. That looks torn from a remainder sheet. The reason BEP miscut notes carry a premium is because they are machine cut by the millions upon millions, and miscuts are rare - they are designed to be cut, more or less, perfectly. Obsoletes and National Currency were almost customarily hand cut, so miscuts are rarely worth a premium (can't preclude it but can't think of a reason it would be). By the same token, minor miscuts are rarely punished and 'come with the territory' as it were. Though slight premiums go to ones with good centering and full borders, etc...
A lot less as they were cut by hand. They are worth more if cut correctly and not into the lines framing the bill, even less the further you go into the design itself.
