It's a normal cent that was altered post-manufacture. They're all over Ebay. Personally, I consider this damaged goods. Edit: I just saw you posted the exact same question yesterday, and got plenty of answers. Why the re-post?
It seems a lot of these resurfaced on ebay right around the same time as the Kennedy Presidential dollar was issued. A marketing gimmick of course to unload them while the timing was right.
