It's called a counter-stamped coin, not done by the mint. It's not something most people collect, it's just a novelty item. That said, some people do collect them...I even have a few.
It's magic. Somebody like Home Shopping Network takes a penny worth $0.01, spends $0.07 to stamp Kennedy's profile in Lincoln's face, and all of a sudden, it's worth $1.98 plus P&H.
It is a novelty or what some call a non-commemorative commemorative coin. Meaning while it commemorates something it was not made by the Mint by but by someone else after it left the mint. There are multiple variations; Kennedy, a U.S. or State map, the liberty bell. I have seen a couple that have different City Zoos on them. Ironically the last one I owned had the Vancouver Aquarium on an American penny. They are on Ebay for a couple of bucks each usually.

If you recently purchased this coin from eBay, I am the seller. I purchased several of these (misc subject matter) from a dealer in Oklahoma City when I was visiting there from Idaho.
