Missing letters in Delaware quarter

Is this a legit error or just a worn out coin? The t in first is missing as well as the e in state.

Could be a struck thru, but would need better photo.

 

I'm new to collecting what is a struck thru? Also what kind of photo I can try posting another.

 

When grease or some other stuff is on the die when the coin is struck, see how the letters are missing.
