Is this a 2000 quarter error?

    I can't tell if it is just a coin that was ruined somehow or made like this in production? Opinions are greatly appreciated

    What you see did not occur during the minting process. It was damaged after the mint.
    PMD stands for Post Mint Damage.
    How it occurred? Only the person who did it knows :yack:
