    Obviously, the owner can post and clear it up quickly.

    However, if it is recessed as you say - it is probably to quickly measure the diameter of a coin. Put it in the wide end, tip it up, coin falls down, where it stops is how wide it is. Whenever I've seen these in the past they've had marks/gradations to actually let you know the diameter... so maybe I'm completely wrong.
