Welcome to CoinTalk It is a worn die strike. Considered die deterioration. The areas and letters in question get compacted grease that was used to wipe the die down during the minting process. So the letters are not properly formed when striking the blank planchet. It is really nothing major unfortunately.
Yes it’s an error but grease filled dies and coins minted from worn dies are very common. Welcome to CT.
