I like oddities, anything out of the ordinary or makes it special in some way, this is a pretty good example.
It looks like it has a lot of luster, so it must be an AU-55 or higher. It's not Unc. The trouble is the photo does not show the hair detail above Ms. Liberty's ear. It's got to be there, or there is a serious issue. This one is graded MS-63.
I agree this is an oddity - when I first saw the obverse it was like okay VF then scrolling down I see what looks like a very nice reverse that could easily be high AU to low MS. So scrolling up and down I see luster hiding about the coin. So going to guess (and purely a guess) AU-50.
As posted by @johnmilton and his example, this one falls a little short on luster and i think that,s the reason its an A/U-58 versus a MS one.
If that obverse is 58 I'm an uptown neurosurgeon in a big red Mercedes. And undoubtedly "soooo interesting" to adoring women.
Grading is very subjective, this TPG says one thing and another say,s something else under graded, over graded all part of the wold of coins...LOL
