    A worn die is causing the doubling you are seeing. Not a mint error.

    Wexler has 4 DDR's for 83P. I lean with Collect on this one, but the photos just aren't clear enough to tell anything.

    It can only be a variety if it was a mint Doubled Die. At least that’s the way I was looking at it. :)

    A lot of copper plated zinc planchet Cents have worn die strikes.
    It's a die deterioration issue. Remember, flat and shelflike is worthless doubling o_O
