Anything is collectible if you want to collect it. If you want to know if there will be a future market above face value, that is another question. I'm no expert, and I have no information on current prices. I suspect there will never be a big premium on such notes, but one can never predict what will become "cool" in the future. For the value to take off, there must be a larger number of people willing to pay a premium than the number of notes available for sale.
I agree ... When I purchased these I had hoped they would become more desirable in the future. Only a few more s/n blocks (non-star) have less printed.
One problem (if you want to call it that) with these notes, is that they were printed at a time when collecting paper money by blocks was very popular. So there were many collectors who saved many notes from this scarce block, with the result that it's not actually all that scarce today. In contrast, there are several blocks from the '80s and '90s that had far more than 800,000 notes printed, but that are much harder to find today because almost nobody was collecting circulation issues by blocks at the time they were released.
