I have seen a few in the past years. The problem is that they weren't very secure. The one you are looking at, isn't in it's original form. the coin and photo cert were all sealed in a large ply film holder stapled together. It made it easy if someone wanted to remove the coin and replace it with a different one. Neat piece of history.
Coin switching was a problem with old ANACS papers. It got better when they switched to color photos. Still many people have trouble matching coins with photos. That’s why slabs were introduced. If it’s same coin, the chances for an upgrade are good. I have a 1909-S-VDB cent up grade from VF-20 ANACS papers to an NGC EF-45. The NGC slab is accurate. I had a 1799 dollar upgrade from an ANACS EF-45 to an NGC AU-55. Once more the NGC is more accurate by the standards used for the last 30 years.
If the mark under Ms. Liberty's arm is really there, it might grade not higher than MS-63. These coins tend to come in higher grades. This one is an MS-66.
