The highpoints of the coin will look "Frosted" while the fields (lowpoints) will look mirror-like. And, I would open the proof set, but thats totally up to you.

The only way to know for sure is to open the envelope and look. Whether you open it up or not is totally up to you and how you like to collect. It depends alot on personal preference, some collectors like to keep them sealed and some dont. What I would do is buy a few more and open them that way you can still have one you can leave sealed, unless you can no longer fight the urge and decide you absolutely have to see.

Note: 1) if you are talking about the envelope, open it. The real ones were not sealed to start with, the boxes (mailers) were sealed.
    2) If the plastic bag, your decision.
