Definitely need a photo. The coin was probably attached to paper than mailed. It would have a non sticky resin to make it stick to paper.
Your Cent has no mint error of any kind. Looks like a blob of adhesive Please don't post in the "What's it Worth" section of CoinTalk. There is a Error Coins section here where you can ask all your questions first. Learning what's going on with your coin is more important than value.
It almost looks like it was attached to something for display or for another reason. The blob looks like an adhesive of some sort. Bruce
If she wants to post it in "What's it Worth", that's fine. It's a legitimate question. But unfortunately, in this case, the answer is: "one cent".
So no it didn't roll off....but it did chip off with my fingernail hahaha. Glad I didn't get all excited and send it off to be graded. Thanks guys and sorry for the broken whats it worth rule
