Do Banks that you don't have an Account at let you buy rolls?

I am sure the bank has counters. The life of any teller at any large bank revolves around how long it takes to care for the customer at the counter and the impact on the queue. As far as customer facing over the counter activity, they probably "don't have counters".

The fiduciary responsibility "rules" noted by the op may translate to "I can't deal with you because you are not a customer and this request is wasting my time".

Certainly and the results only took about 10 years to manifest and implode after G-S was repealed in 98.

I'll go to banks I don't have an account at looking for teller tray scores (half dollars mostly). Don't really ask for boxes or large quantities of rolls except from my own bank. I only get asked if I have an account once in awhile, and my most common replies are "my girlfriend does" or "I don't currently but I'd be happy to take a brochure and think it over if you can help me out today".

Thanks for all your comments, everyone. It is reassuring to hear that I'm not alone.

It also seems that any time something is in the vault life gets very complicated for the bank. At a Wells Fargo branch (where I do have an account) they only had a safe and were thrilled to get the box of halves out of there for me. But if they have to go to the vault then it is clearly a hassle for them. I like the idea of chocolates.
