I was wondering if anyone can help me if this is a rare coin. I have never seen a mint mark like this on a coin. Is this a rare coin? Was it repunched mulitiple times?

I'll leave it to the die variety folks to properly answer you, but I've seen blobby mintmarks before on coins, so I suspect it isn't all that unusual.

Not a rare coin. No RPM exists for this year and MM. Can we see the whole coin to determine what's going on?

Just struck with a worn die look at the flow lines around the mint mark could ride a surfboard down them

The die that struck that coin was towards the end of its life. When dies wear out the lettering gets distorted and you see what are called radial flow lines. You'll notice the mintmark and the date look doubled, this is also caused by die deterioration.

The post that defines the inner of the D breaks off and you get a filled D.

It doesn't this is an RPM. You can see a second S that is seperated from the main device.
