4.1 gram 1944 rolled thick type 1 blank? Foreign? Slug? Idk!

I found it in my late grandfathers belongings amongst some wheat pennies he saved. I don’t quite understand what it is. I just know it looks like a type 1 blank, weighs 4.1 grams, and seems to be brown patina copper material. You will see in the pics that it’s has a small diameter difference and is a little bigger than a normal wheat Penny and is also thicker. Please help me identify to see if it’s worth sending to a TPG.     The image of the coins stacked make it look like it has a fully upset rim. What's with that? I have seen this posted somewhere else in the past.

    Could also be some sort of token blank. Made for some long forgotten store/arcade/pizza shop/ public transit
