My first radar

I decided to forgo the rolled coins this week and try a strap of ones (100) to look for radars, Bd's, repeaters old notes and any other unusual combination of numbers, this is all that was any good although the note was rode hard and put away wet it's still not too bad of shape. I did find one other that is a date "07312008" which is a little interesting to me for some reason.

My question is, is this a true radar note? in previous threads most seem to just concentrate on the actual numbers, but this one the first leter is the same as the last "C00388300C". Does this coincidence increase the value? (not selling, just inquiring) so what do you fellow CT's think?
