    Saw this coin and thought it was intriguing and interesting. It was on another site, and no clear reason was given there as to what might have happened to it.
    Is it toning? Plating issue? Post Mint damage? I have no idea as usual. :sorry:

    Supposedly, it on the coin not the capsule. Maybe moisture got inside??

    I've seen this type of issue before in older proof sets. Looks like a proof envelope it was stored in got compromised with a small tear and a pinhole. Air and moisture got in at the breaks and nature took its course.

    I haven't collected any modern proof sets. They send these out in hard plastic encapsulation frames these days, correct?

    PMD without a doubt. That coin got exposed to something that reacted with its surface.

    Those capsules are perfectly easy to open and close. I don't know whether this was done on purpose or accidentally, but I'm pretty sure someone took the coin out of the capsule and Something Bad happened to it while it was out.
