Looks like a vise job but I'm not sure what's going on with the damage upper-right. Makes it look like a shell card that's separated. Bruce
Not a mint error at all. Notice the reverse letters on the obverse-they are backwards. That means two cents were squeezed in a vise to get this look. It’s damaged due to human interference.
I think your coin is the top of two cents that were run over by a train. It has that classic oval shape and a smooth surface on the (reverse) up-side. This one has some similarities to the OP's coin.
Wouldn't it be flat as a pancake? Unless... maybe it was a slow-moving train. Where's @dwhiz when you need him?
Not when it is hit only with one wheel before falling off the track,which is common. Train wheels are beveled and the top of the rail is curved slightly, unlike the jaws of a vice which are parallel to each other.
