You can't read the date because it has been on a buffing wheel. Copper is very soft and the date was buffed off.
Your coin has been Whizzed clean with some type of wire wheel and/or buffing wheel. The black spots on the obverse are signs of how much corrosion your coin has been exposed to.
If you look at coins with a microscope you will often see slight doubling, but rarely doubled die doubling. Always check and compare with Wexler's (Coins and Die Varieties) it is available online and very comprehensive.
