Okay I always wonder because I know PCGS as the same thing what are the exact rules for this has to be doesn't have to be bit sealed does it have to cover the original packaging..

I don't understand why anyone would pay the premium that goes with those rolls.

I suppose we have to trust that they don't deliver 18 blank rounds sandwiched between two genuine eagles.
