I mentioned this in another thread; there is a piece of legislation sitting on a table somewhere in Congress (hasn't even been voted on, as of last time I checked) that would authorize the Mint to just make another presidential dollar for any president that died and hasn't already been depicted on a presidential dollar (so, Carter and any other president after they die); this would end the need to have a separate piece of legislation for each president they want to add to the series, as had to be done for George H. W. Bush. IMO it stands a good chance of eventually passing. I think it's quite likely Carter will get one eventually. It's clear enough people in Congress like the idea of the presidential dollar series effectively being a historical record of presidents in coin form, plus they bring in a lot of money to the Treasury when people collect them, even if they're seldom used in circulation. I think it's a safe bet Carter will eventually get one, as would any other presidents a reasonable time after they die. It's not certain at this point, but I think it's at least 98% likely.
