Yes, it can be called that. Some may call it a railroad rim. Mike Diamond speculated it is struck on type 1 blank due to a lack of proto rim.

I'll post my favorite (which I possess), right after I post my favorite grandkid (out of 10); hmm, let's see............sorry, I'll have to get back to you... I think this is one of my favorite threads of all time, seeing as my collection basically started with a cent!!!
I wish that it were a little nicer, but here is my Chain Cent. I would like to get a Chain AMERI. some day, but I've been blown out of the water in the auctions. This is the periods variety.
This cent is my favorite because my now deceased father in law gave it to me. He had a coffee can with old coins and entrusted them to me, asking if any of them were rare. I checked out the lot, drew up a list showing date, grade and estimated value. And no, none of them were rare. After presenting him with the list and explaining my methodology, he smiled and said, “as a thank you please take one as payment.” This cent was not the most valuable, but significant in that his father as a child had found it in the dirt while walking down a back road.
