It’s a strike error where the coin was not properly seated in the collar die when struck. It is a common error not worth any appreciable premium. The coin is worth face value, currently 23 cents USD. It is so new that NGC world coins does not list the date in its’ charts yet. Go to their site and check it out for yourself.
