This is a hyderabad mint coin and when you look at it, it is clear that the die is very thick and after seeing the edge it is clear that it is double struck but without shifting,hence no visible double die. But I want to make sure ,so I will leave it to you experts to decide what type of error it is?
I think it's die fatigue. Believe these are struck on steel planchets so it's pretty harsh on dies. Indian error coins are quite common. Have a look at ebay and I'm sure you can see a lot of such examples. Check sold examples - most are usually sold for pretty affordable prices.
Double struck and doubled die are completely different things. It seems like you're conflating the two. If there is no offset, I don't see how anyone is going to attribute it as a double struck coin.
The planchet is hard metal to work with. Many Indian mints are likely focused on quantity over quality. Interesting to see how India has more mints than China yet has issues with quality despite having similar population at one stage.
I see no doubling anywhere as well. I see some coins that have had excess pressure applied to make up for the dies themselves worn.
