The 1866 Act would need an amendment, else, the 2020 Act would conflict if a living person were on a denominated coin, in this case a $1.00 coin. A token would not violate the 1866 Act because it would not have a denomination. I think the proposed Trump coin could be construed as “emblematic of the Semiquincentennial” but denominated as legal coinage would be unconstitutional without the correlating amendment. I stipulate neutrality concerning politics, hopefully this is found acceptable as I have no partisan intent whatsoever, stating only opinion about known facts concerning U.S. coinage…Spark
