It's a technical thing - Proof coins when found in circulation are called impaired, not circulated. That's all he's trying to explain. It's kinda like cents and pennies.
Buffalo: Technically Proof is a method of manufacture, just as circulation coins are a method of manufacturing. A coin mean for use in change, if not used, is uncirculated. A Proof is a Proof and can never be anything else. If the proof coin is used (circulated) it will become a lower grade, but it still retains its proof designation.
