    MS 66 5FS ...the area under the first column appears to be questionable (break in the steps) but I believe something like that generally is acceptable and will get the FS....as far as the grade, it has clean fields and appears to have solid luster-enough for a 66 grade

    Unless they changed the rule, it has to be MS to get the FS designation.
    If it is MS there is A LOT of chatter on the cheek, and 2 gouges on the obv rim at 11 o'clock. MS 62 or 63. The reverse is a little cleaner but there are still 4 very discernible nicks on Monticello. I like the steps and the slight break on the left side doesn't bother me. 5FS.
