Other way around; that's a binary but not a repeater. A repeater is something like 12341234 (first 4 are exactly the same, and in the same order, as the last 4). It is certainly possible for a note to be both.
From your link @SensibleSal66 : I would consider the OP example a 2 digit serial # (nothing more) as most "binary serials" are supposed to be ones & zeros (not any #). They tend to be a bit more in demand since they have a computer programmer's following (b/c of the digits 1 & 0) as well as regular collectors.
