I recently purchased both these coins at auction, from a major auction house. They were consecutive lots with basically identical descriptions. Both sold for €70. When they arrived, they looked and felt noticeable different. One was significantly heavier than the other, and they had a different color. Turns out they are very different coins! The top coin is the standard copper-nickel collector version with a mintage of 2,200. The bottom coin is a pattern strike in silver. Only 100 minted, of which 84 were melted according to Kurt Jaeger (Die deutschen Münzen seit 1871: Bewertungen mit aktuellen Marktpreisen). The last sale I found was last year, where a example sold for around $13,500.
