This may sign you up for their coins on approval service, it's probably buried in the fine print. And while Littleton's prices are very high they do offer some nice conservatively graded coins.
Your mailing information alone is valuable. Certainly worth more than 25 cents. As far as the coins, I will say this about Littleton: The coins that they send will be correctly graded. You will often overpay, but the coins you paid for are certainly the ones you'll receive.
If you wanted the last 3 presidents Issued in the set plus an extra quarter go for it. You don't have to purchase anything else. Look at the "pretty Pictures" in there catalogue and say Oh and aha. That is what I received from Littleton.
It's only a loss leader if you lose on the deal. Littleton gained from everyone who took advantage of their offer. You signed up for their mailing list and they now own your info. They can easily sell that for more than the 25¢ loss. In fact, they can sell your info over and over again.
Coins on approval ??? Coins you do not ask for or want that you need to return... Read the fine print...
I agree with the other comments. Littleton sells accurately graded coins but at top, top dollar. I've sent for a few of these offers, to update my state quarters and dollars. They do send coins on approval (try not to choke at the individual prices) but offer a discount if you buy all of them (still a lot more than you would pay at a show or dealer). But they include a postpaid envelope, so just toss them in, seal it up, and send them back in a timely manner. No Problems. BTW: I was never a fan of Littleton because of the high prices, but got to talk to Dave Sundman (owner) when he did a presentation at the Boston Numismatic Society a number of years ago. He is a very knowledgeable numismatist and really appeared to have a passion for coins and history. Not the used car salesman I was expecting.
I'm kind of torn about them. There are other areas where I will pay a premium for rock-solid reliability and trustworthiness, so it's difficult for me to be down on them for offering that at the cost of higher prices.
I don't think it's reliability and trustworthiness you're paying for necessarily. Those things cost a lot less than gigantic ads in national publications, slick catalogs, and people to handle those things.

If you email them, (after the first return shipment postage paid), they will take you off their coins on approval list. I got the 6 coins P and D Nixon, Ford and Reagan because I assumed the mintage numbers would be low, and the coins would be AU-MS, and they are.
