Need help finding anything on this Large Size Banknote Art Piece

Okay - been a while since I have posted but came across something I had to aquire recently and now need to find out more on it. Was traveling in Taos NM over the 4th and came across this piece below in an American Indian Art Gallery. The young lady working the Antique National Cash register said the piece wasn't for sale and people asked about it all the time. I motioned to the price tag and she stated the owner must have finally decided to sell it. Good for me The artist signature was covered by the matting, but I suspected it was there but didn't look until after purchasing it. No need to point out something that might stymie the purchase. Didn't expect the two embossing's or the AP. Again, good for me! Unfortunately I have not been able to find anything on the art or artist. As best I can tell the Artist name is Jean-Louis Hubbon and the other text is Feathertech Int.

Okay Greg (hope you are doing well!) @gsalexan you are really good at this so I hope you have more success then I did! Anyone, please let me know if you find anything!

In the end I will have the matting redone to show the signature/embossing, then framed properly. Hope you enjoy!
