    As the very last word of your title states.. yes it is missing!
    Probably not rare. Most of the time it is just damage.

    you can see the T it's just faded,could be damaged or wear out.

    The "T" in LIBERTY appears to be PMD. The last "T" in TRUST appears to be a combination of weak strike and wear.
