Coin pictured below is a 1928 French 2 francs piefort (double thick) silver coin. Graded MS63 by PCGS. Design is the famous semuse (female sower) by Oscar Roty. Oscar first developed the design in the late 1880s for a medal. It was adopted for French coinage initially in 1897 for the 50 centimes piece and has been repeated many times to this day. The drawing below the coin is an early draft of the design.

If you think the semuse looks a lot like Ms. Liberty on the walking liberty half, you’re right. Weinman was heavily influenced by Roty’s design.

There was air in the tube when the coins first went in it. Also possible there were non-gaseous toning substances (sulfides/sulfites/sulfates) on the coins before they went in the tube. Tube may not be as airtight as you think. The plastic may be somewhat permeable. The plastic itself might generate toning gases, like hydrogen sulfide.
