It is PCI and it is the first generation after they bought out the supplies and equipment from HALLMARK. The 10 character serial number and the "ball and stick" a in mintage nails it. When the people that bought the supplies and shells from Dominion Grading Service and tried to copy the old 10 digit serial number design on their PCI slabs (Because PCI had a reputation for accurate grading on those slabs, and their new slabs were not accurately graded. They were trying to capitalize on the old PCI's reputation.) they missed that and they used the a like you see on the first label Idhair posted.

This looks like a PCI slab with faded label. I'd have the coin checked for authenticity because it may have been tampered with. AFAIK, the only difference between the Hallmark and PCI slab/label is the word "Hallmark" on the slab.
Def PCI, you can clearly see it in the photo. The printed green of the reverse is sun bleached. The laser toner black isn't affected. Also looks like liquid infiltration on the obverse. Poor slab ... "It's a hard knocks life!"
