That is a partial collar strike. Commonly called a railroad rim because of its similarity t0 wheels on a train.

It was in a collection recently purchased along with a few other neat errors. I’ll post one more thread on a tapered planchet shortly.
See, now your coin looks like a real partial error coin, with a dramatic error. NGC graded a premium gem 1983-P Jefferson Nickel I submitted as a partial collar error. They were nice enough to grade the coin MS68 5FS, but by designating it an error coin, it is basically worthless as it can't be entered into the registry. As you can see, I have cracked it out of its worthless tomb, and sent it to PCGS.
