Flat top nine on silver washington quarter.

    I purchased these two coins a couple weeks back and recently noticed a difference in the Nine's.

    So is it a common occurrence for the nine to be flat on top? Or is this some type of error coin?

    I think it isn't anything special. The do that sometimes to fix a problem on the die.
