Your Cent has Zinc Rot. And there is information on it. http://www.error-ref.com/zinc-deterioration-on-lincoln-cents/ This is the second Cent today with this question. We see these all the time on CoinTalk.

It's Zinc Rot. What you see behind the D is just a plating issue... In 1990 the Mintmark was part of the obverse die design. It was not punched is so it cannot and it is not a RPM D/D.. quote - "In 1990 and 1991 the Mint began applying the mint mark for circulating coins to the master die." closed quote
