I believe it to be so. In a Partial Collar error the coins Rim was only struck halfway or a third of a way. Could also be a tilted partial collar where one side was struck and not the other. Railroad rim is like a slang term.. Like calling a Cent a penny.

To me, a partial collar and the colorful nickname "railroad rim" are one and the same.

A partial collar has the railroad rim edge only partway around the coin.

A railroad rim is always a partial collar error, however, a partial collar is not necessarily a railroad rim, as it could be a partial collar broadstrike instead.

This. I've always considered "Railroad Rim" to be a slang term description of a particular type of partial collar strike where the division is fairly even, the collar still partly in place and as a result the struck planchet can "spill over" the reeded/rimmed part fairly evenly.
