    I believe the print faded over time and that's why it's green.

    As some stated above, I believe it to be genuine, but it's impossible to judge grade accuracy from your pictures.

    Yes it is a NGC5 slab, and no I can't tell the green and brown borders apart. I have never seen them fake these earlier holders so it is almost certainly genuine. (grade accuracy is anyone's guess.)
